Flint Character Encoding Issue

I'm getting a character encoding issue on the Flint theme. 

The Navigation bar reads

The Foreign Division �� Forum

When I use Raker, it reads properly as

The Foreign Division » Forum

I've converted the database to UTF 8 and the issue only happens on Flint theme, so I'm thinking something might be acting up in that theme.

The site address is http://foreigndivision.net/test/

..... this happens when there's [white-space] in a division , so if you could Attach the "(index.template.php)" your using NOW , I will fix it..?
